Why do people pay to go up tall buildings and then put money in binoculars to look at things on the ground?

he was also bawling his eyes out in ugly betty, the first one of the 2nd season when u realise her sisters fiance is actually dead when you think hes been alive for the whole episode

i know its quite scary when he cries, he doesnt do it often but sometimes hes in the sort of mood where things really get to him and it scares me because i dont know what to do haha
